Res. Asst. PhD MEHMET EMİN GÜVEN

Research Assistant Dr. Mehmet Emin Güven serves in the Department of Political Science and Public Administration at the Faculty of Economics and Administrative Sciences, İnönü University. He completed his undergraduate, master’s, and doctoral studies in Political Science and Public Administration at İnönü University. In 2025, he received his PhD with his dissertation titled “Public Diplomacy Policies of Türkiye from the Ottoman Empire to the Republic: A Model Proposal within the Framework of Opportunities and Limitations.” He also completed a non-thesis master’s program in Public Diplomacy at Kırklareli University.

His academic research interests mainly focus on political science, international relations, public diplomacy, soft power, security studies, counterterrorism, political life, state-society relations, and disaster governance. In his studies, he examines Türkiye’s domestic and foreign policy processes within the context of historical continuity, institutional transformation, and interaction with the international system. He also analyzes the role of public diplomacy and soft power instruments in security, crisis management, international legitimacy, and image-building.

Güven’s academic work focuses on the historical, institutional, and strategic dimensions of Türkiye’s public diplomacy and soft power capacity. In this regard, he examines Türkiye’s modes of narrative construction toward the outside world, the place of cultural heritage in foreign policy discourse, the instruments through which states engage with international publics, and the capacity of states to generate influence through values, institutions, symbols, cultural elements, and communication strategies. Approaching public diplomacy as a field that extends beyond external promotion, Güven considers it in relation to state identity, international perception, collective memory, cultural representation, and strategic interaction. His work on soft power concentrates on Türkiye’s historical experience, cultural interaction capacity, humanitarian diplomacy practices, forms of solidarity in times of crisis, and processes of international image construction. Within this framework, he evaluates public diplomacy, civil society, disaster management, security policies, and digitalization from a relational perspective and analyzes the institutional and societal mechanisms through which Türkiye’s international visibility is shaped.

Güven has published articles in national and international peer-reviewed journals, presented papers at scientific meetings, and contributed to books and book chapters. In addition to his academic publications, he has served as a researcher in higher education and TÜBİTAK-funded projects, contributed to the organization of scientific congresses, and undertaken editorial responsibilities in academic journals.

In line with his field of expertise, Güven teaches undergraduate-level courses and adopts a multidimensional academic approach that relates theoretical debates to contemporary political and social issues centered on Türkiye. This approach is grounded in an interdisciplinary perspective that evaluates public diplomacy and soft power studies together with the literatures on international relations, political communication, security, and crisis management.
