TRAINING AND DEVELOPMENT OF HUMAN RESOURCES IN PUBLIC SECTOR: A REVIEW THROUGH YESILYURT MUNICIPALITY

Özet

In this study, the human resources training and development practices of Yesilyurt Municipality were examined. Yesilyurt Municipality is one of the district municipalities located in the centre of Malatya province, The aim of the research is to understand how the practices about training and development of human resources which have become more important both in the private and the public sector with the changing management policies after the 1980s, are carried out in municipalities through the example of Yesilyurt Municipality. In this case study, semi-structured face-to-face interviews with a human resources officer from Yesilyurt Municipality and documents obtained from the municipality's website were used as data collection tools. The data about the 2019 activities of Yesilyurt Municipality for the training and development of human resources were analyzed by the descriptive analysis method. The findings of the study are that Yesilyurt Municipality does not engage in development activities other than training, the contents of the trainings determined by the demands of the units mainly consist of regulatory information, they mostly use the conference method for training, prefer their own personnel as trainers, and cooperate with some public organizations such as other municipalities. They do not use developmental methods such as coaching and mentoring. In addition, while most of the training courses which are generally about regulatory information are compulsory, some others about personal development are voluntary.
