Özet
Türkiye’de son zamanlarda gerçekleşen depremlerin yıkıcı etkisinin onarılması ve kentsel dönüşüm faaliyetleri bağlamında büyük bir ivme kazanan inşaat sektöründe finansal raporlama kalitesini sağlamak kritik bir öneme sahiptir. Bu çalışmada inşaat sektöründeki hasılat muhasebeleştirme uygulamalarını etkileyen temel düzenlemeler olan Vergi Usul Kanunu (VUK), yürürlükten kalkan Türkiye Muhasebe Standardı 11 (TMS 11) ve mevcut Türkiye Finansal Raporlama Standardı 15 (TFRS 15) açısından karşılaştırmak ve bunların finansal etkilerini vaka analizleri üzerinden inceleyerek standart değişiminin gerekçesini kanıtlamak amaçlanmıştır. Literatür taraması ve vaka analizi yöntemlerinin kullanıldığı araştırmada, üç düzenleme arasında hasılatın ve kârın / zararın tanınma zamanlaması açısından önemli farklılıklar olduğu tespit edilmiştir. Bulgular özellikle sözleşme değişiklikleri ve birden fazla edim yükümlülüğü içeren karmaşık sözleşmelerde TFRS 15’in TMS 11’den farklı sonuçlar üretebildiğini göstermiştir. Çalışmada oluşturulan senaryolarda TMS 11 ile TFRS 15 standartlarının benzer olduğu ve ayrıştığı muhasebe uygulamaları ile TFRS 15’in dönüştürücü etkisi bilimsel bir vaka ile ispat edilmiştir. Bu bağlamda çalışma, standartlar arası farklılığı belirgin bir şekilde ortaya koyarak literatüre katkı sağlamıştır. TFRS 15’in uygulanması, inşaat sektöründe hasılat muhasebesi süreçlerine önemli değişiklikler getirmekte ve finansal raporlama kalitesini arttırma potansiyeli taşımaktadır.
In Turkey, the importance of ensuring the quality of financial reporting in the construction sector is paramount. This sector has gained significant momentum in recent times in the context of repairing the destructive effects of earthquakes and urban transformation activities. The objective of this study is to provide a robust rationale for the standard change by conducting a comparative analysis of the fundamental regulations affecting revenue recognition practices in the construction sector. The specific regulatory frameworks under scrutiny include the Tax Procedure Law (VUK), the repealed Turkish Accounting Standard 11 (TMS 11), and the prevailing Turkish Financial Reporting Standard 15 (TFRS 15). Through a meticulous examination of case studies, this study aims to elucidate the financial ramifications of these regulatory changes, thereby substantiating the rationale for the standard change. Utilising literature review and case study methods, the research identified significant discrepancies between the three regulations with regard to the timing of revenue and profit/loss recognition. The findings indicated that the implementation of IFRS 15 could potentially yield divergent outcomes in comparison to those generated by TMS 11, particularly in instances of contract modifications and complex contracts comprising multiple performance obligations. The scenarios created in the study provided scientific evidence of the transformative effect of IFRS 15 by comparing accounting practices where IAS 11 and IFRS 15 are similar and where they diverge. In this context, the study makes a significant contribution to the existing literature by clearly highlighting the differences between the standards and filling a gap in the literature. The implementation of IFRS 15 has brought significant changes to revenue recognition processes in the construction industry and has the potential to improve the quality of financial reporting.
