Water Utilities are experiencing problems in activities such as determining the effective components in managing the water losses, creating strategic planning and road maps, and budgeting due to the complexity between decision parameters and not taking into account the effects of the components on each other. In this study, a network structure was created by considering the dependency relationships of the main criteria and sub-criteria affecting the system in order to prioritize the water tanks leak management components. For this purpose, effective Administrative Structure and Team Management, Data Measurement, Information Management Systems, Leak Detection and Prevention, Performance and Efficiency Monitoring, main criteria and sub-criteria were determined in water tanks leak management. It was evaluated with the Analytical Network Process (ANP) method, which allows evaluating the quantitative and qualitative components together in the decision-making process of the Utilities and examines the interdependence of the components on each other by considering these criteria into consideration. According to the results, the priority order for the main criteria according to the weight coefficients was found to be Administrative Structure and Team Management with 38%, Leak Detection and Prevention with 23%, Data Measurement with 22%, Information Management Systems with 13% and Performance and Efficiency Monitoring with 0.04%. Sub-criteria were also evaluated and prioritized with the general weight scores obtained by ANP. It is thought that the study will contribute to the determination of the components that need to be improved as a priority in the fight against warehouse leaks and to the creation of strategic management plans of the Administrations.
