The Problem of Delegating School Heads in Turkey: A Meta Synthesis Study

Özet

In this study, it is aimed to reanalyze the qualitative studies dealing with the form and process of appointment of school heads in Turkey in a systematic manner by means of meta-synthesis; and to reveal suggestions for new models to be developed. In this paper, using one of the qualitative research methods, meta synthesis, the studies suitable for the main motivation of us have been reached by searching the appropriate databases such TUBITAK ULAKBIM Social and Humanities Database, YOK National Thesis Center, Google Academic, ERIC, EbscoHost databases. 81 studies related to the study topic were identified through these databases. Each of these papers was assessed within the inclusion and exclusion criteria that were appropriately identified for the purpose of the study, and 15 qualitative studies were considered as the data source of the study. An in-depth examination and the reinterpretation of these determined studies on subject matter revealed five themes and related sub-themes: merit, political influence, evaluation, possible effects and professionalism. Within meta-synthesis, issues of acceptance of school leadership as a profession, determination of qualification areas and topics, a liaison-based evaluation system and alternative evaluation methods, the reflections of a process free of political influence and finally the absence of a qualified system on individuals and school organizations are revealed.
