ÜLKEMİZ GİRİŞİMCİLERİ İÇİN YENİ BİR YATIRIM DESTEĞİ MODELİ:
INITIAL COIN OFFERING (ICO)
Özet ? Hem dünyada hem de ülkemizde özellikle uluslararası rekabette yer almak isteyen
girişimcilerin en önemli sorunlarından birisi zamanında, yeterli ve minimum maliyetli finansal
kaynak temin edememe durumudur. Söz konusu bu handikapın çözümü için dünyada son yıllarda
geliştirilen yeni bir model Initial Coin Offering (ICO)’dir. Türkçe karşılığı kripto para arzı olarak
ifade edilebilen ICO modelinin teorik altyapısı 1998 yılında Wei Dai tarafından oluşturulmuştur.
ICO’nun ilerleyen dönemlerde sistematik bir yapıya kavuşması ise internetin ve e-ticaret işlemlerinin
yaygınlık kazanması ile birlikte gerçekleşmiş ve sistemin teknik altyapısı 2008 yılında Satoshi
Nakamoto isimli bir birey ya da topluluk tarafından oluşturulmuştur. Kripto para sisteminin yasal
açıdan da herhangi bir otoriteye bağlı olmaması sistemin kısa sürede yaygınlaşmasını sağlayan bir
etken olmuştur. Ayrıca girişimciler açısından değerlendirildiğinde, yüksek getiri oranlarının söz
konusu olması, işlem maliyetlerinin diğer yatırım araçlarına göre daha düşük seviyelerde olması ve
transferin kolay yapılabilmesi gibi nedenler kripto para sistemine olan talebin artmasını sağlamıştır.
Kripto para sisteminin, ödeme ya da tahsilat yapabilme imkanı sağlaması da firmaların sisteme olan
ilgisini giderek arttırmıştır. Sağlamış olduğu avantajlar neticesinde, 2018 yılı başlarında 878 adet
olan kripto para çeşidi artan talep etkisiyle beraber 2019 yılı itibariyle 2628 adet olmuştur. Finans
dünyası açısından değerlendirildiğinde önemli bir değişim ve yatırım aracı olarak kullanılan bu
sistemin işlem hacminin her geçen gün artıyor olması sistemin ayrıntılı olarak incelenmesini gerekli
kılmaktadır. Bu gereklilikten yola çıkarak bu çalışmada, dünyada kripto para arzı uygulamaları
hakkında ayrıntılı bilgilere yer verilerek ülkemizde kripto para arzının tanınabilmesi,
tanımlanabilmesi, tedbirlerin alınabilmesi, fırsatlardan yararlanılabilmesi ve sistemin sağlıklı bir
şekilde uygulanabilmesi için değerlendirmeler yapılıp öneriler geliştirilecektir.

A NEW INVESTMENT SUPPORT MODEL FOR OUR COUNTRY

Abstract ? One of the most important problems of entrepreneurs who want to take part in
international competition, both in the world and in our country, is the inability to provide sufficient
and cost-effective financial resources on time. Initial Coin Offering (ICO) is a new model developed
in the world for the solution of this handicap. The theoretical basis of the ICO model, which can be
expressed as crypto money supply in Turkish, was established in 1998 by Wei Dai. ICO's systematic
structure in the later period was realized with the common use of internet and e-commerce
transactions and the technical infrastructure of the system was established in 2008 by an individual
or a group named Satoshi Nakamoto. The fact that the crypto currency system is not legally bound to
any authority has been a factor enabling the system to become widespread in a short time. In
addition, the reasons such as high return rates, lower transaction costs compared to other
investment instruments and the ease of transfer made the demand for the crypto-currency system
increased. The fact that the crypto money system provides the opportunity to make payments or
collections has increased the interest of the companies in the system gradually. As a result of the
advantages it provided, the crypto currency, which was 878 at the beginning of 2018, became 2628
as of 2019 due to the increasing demand effect. When evaluated in terms of the financial world, the
fact that the transaction volume of this system, which is used as an important change and investment
tool, is increasing day by day, necessitates a detailed examination of the system. Based on this
requirement, in this study, detailed information about crypto money supply applications in the world
will be included and evaluations will be made and suggestions will be developed in order to
recognize, define, take measures, take advantage of opportunities and implement the system in a
healthy way.
