Özet

The urban fringe—the transition zone between urban and agricultural land—sustains urban metabolism's resource flows and reproduces ecosystem services. Yet in post-disaster crises, these areas are treated as cheap land and transformed accordingly. The exceptional urbanization triggered by disasters concentrates on the fringe, where environmental and social problems increasingly expand. Focusing on the 2023 Kahramanmaraş earthquakes, this study examines the multidimensional socio-spatial and ecological impacts of post-disaster urbanization on Malatya's urban fringe. Impacts were analyzed qualitatively through expert interviews, planning interventions, and local media reports, with on-theground conditions assessed via intervention maps. Based on five phenomena from thematic analysis, an actor-power-resource interaction model of post-disaster urbanization was developed. The study shows that under the disaster's exceptional conditions, planning norms for the urban fringe were suspended and expert knowledge excluded, letting economic-political priorities dominate. Massive masshousing developments, rural earthquake housing, debris dumps, and resource-extraction sites were sited on the fringe, while housing-crisis-driven illegal construction destroyed peripheral farmland. The urban fringe thus became a dumping ground for environmental and spatial burdens. In conclusion, the study exposes the planning dysfunction caused by disaster urbanization on the urban fringe and warns of potential future crises.
