PROVAN yöntemi ile G8 ülkelerinin lojistik performanslarının değerlendirilmesi

Özet

Lojistik, ürün ve hizmetlerin üretim noktasından başlayarak tüketim noktasına kadar süren faaliyetlerinin doğru, etkin ve verimli bir şekilde akışını sağlayan, planlayan ve yöneten bir süreçtir. Bu süreçlerin takibinin yapılması ve verimliliklerinin ölçülmesi hem rekabet hem de stratejik açıdan önemlidir. Dünya Bankası da bu anlamda lojistik performans ölçümü gerçekleştirerek ülkelerin mevcut konumları hakkında bilgi edinmelerini sağlamaktadır. Bu makale, G8 ülkelerinin lojistik performanslarını Dünya Bankası’nın 2023 yılında yayınlamış olduğu Lojistik Performans Endeksi (LPI) raporundan yola çıkarak ve Çok Kriterli Karar Verme (ÇKKV) yöntemlerini bir arada kullanarak değerlendirmektedir. Çalışmada yer alan ÇKKV yöntemleri hiçbir çalışmada beraber kullanılmamıştır. Bu bakımdan çalışma özgündür. Sıralama aşamasında kullanılmak üzere dört farklı ÇKKV yöntemi (PSI, SV, SD, MEREC) ile ağırlıklar belirlenmiştir. Bu doğrultuda daha doğru ve güvenilir verilerin elde edilmesi amaçlanmıştır. Bu çalışmada sıralama yapmak için yeni bir ÇKKV yöntemi olan PROVAN yöntemi kullanılmıştır. Literatürde PROVAN yöntemi ile yapılan Türkçe bir çalışma bulunmamaktadır. Bu açıdan çalışma literatürdeki boşluğu doldurmayı amaçlamaktadır. Elde edilen sonuçlar doğrultusunda G8 ülkeleri içinde en iyi performansa sahip ülke Almanya iken Rusya’nın ise en kötü performansa sahip ülke olduğu tespit edilmiştir.
Logistics is a process that ensures the accurate, efficient, and effective flow, planning, and management of activities from the point of production to the point of consumption for products and services. Tracking these processes and measuring their efficiency is significant both competitively and strategically. In this regard, the World Bank also conducts logistics performance measurements to provide countries with information about their current positions. This article evaluates the logistics performance of G8 countries using the 2023 Logistics Performance Index (LPI) report published by the World Bank, and a combination of Multi-Criteria Decision Making (MCDM) methods. The MCDM methods used in this study have never been used together in any other study. In this respect, the study is original. Four different MCDM methods (PSI, SV, SD, MEREC) were used to determine the weights for the ranking stage. In this regard, the aim was to obtain more accurate and reliable data. In this study, the PROVAN method, a new CKKV method, was used for ranking. There are no Turkish studies in the literature using the PROVAN method. In this respect, the study aims to fill the gap in the literature. According to the results, Germany was the best-performing G8 country, while Russia was the worst.
