Dünyanın genelinde özellikle uluslararası rekabette yer almak isteyen girişimcilerin en önemli sorunlarından birisi zamanında, yeterli düzeyde ve minimum maliyetli finansal fon kaynakları temin edememe handikapıdır. Söz konusu bu sorunların ve yetersizliklerin çözümü için dünyada son yıllarda geliştirilen yeni bir model Initial Coin Offering (ICO)’dir. Türkçe karşılığı kripto para arzı olarak ifade edilebilen ICO modelinin teorik altyapısı 1998 yılında Wei Dai tarafından oluşturulmuştur. Sistemin teknik altyapısı 2008 yılında Satoshi Nakamoto isimli bir birey ya da topluluk tarafından geliştirilmiştir. Kripto para sisteminin yasal açıdan herhangi bir otoriteye bağlı olmaması sistemin kısa sürede yaygınlaşmasını sağlayan bir etken olmuştur. Ayrıca girişimciler açısından değerlendirildiğinde, yüksek getiri oranlarının söz konusu olması, işlem maliyetlerinin diğer yatırım araçlarına göre daha düşük seviyelerde olması ve transferin kolay yapılabilmesi gibi nedenler kripto para sistemine olan talebin artmasını sağlamıştır. Finans dünyası açısından önemli bir değişim ve yatırım aracı olarak kullanılan bu sistemin işlem hacminin her geçen gün artıyor olması sistemin tüm boyutları ile ayrıntılı olarak incelenmesini zorunlu kılmaktadır. Bu çalışmada, dünyada kripto para ve arzı hakkında genel olarak bilgilere yer verilerek ülkemizde kripto para arzının tanınabilmesi, tanımlanabilmesi, gerekli görülen tedbirlerin alınabilmesi, fırsatlardan yararlanılabilmesi ve sistemin sağlıklı bir şekilde uygulanabilmesi için değerlendirmeler yapılıp öneriler geliştirilmeye çalışılmıştır. Bu bağlamda, dünyada ve Türkiye’dede özellikle dev projelerde finansal kaynak ve yatırım aracı olarak hızlı bir yönelim ve büyüme trendinde olan kripto paralarının kullanılması fırsatının iyi değerlendirilmesi, gerekli regülasyon ve revizelerle yasal düzenlemelerin ivedilikle yapılarak etkin bir denetim sisteminin tesis edilmesi son derece önemlidir. Ayrıca çoğu kripto para kullanıcısının, teknolojinin yeni olmasında kaynaklanan bilgi ve tecrübe eksiklerinin giderilmesi amacıyla konunun uzmanları tarafından bilgilendirme ve tanıtım toplantılarının süreklilik arz edecek şekilde yapılması, tanıtıcı broşür ve kitapçıkların dağıtılması faydalı olacaktır
One of the most important problems of entrepreneurs who want to take part in the international competition especially in the world is the handicap of not being able to provide timely, sufficient and minimum cost financial resources. In order to solve these problems and inadequacies, a new model developed in recent years is Initial Coin Offering (ICO). The theoretical basis of the ICO model, which can be expressed as crypto money supply in Turkish, was established in 1998 by Wei Dai. The technical infrastructure of the system was developed in 2008 by an individual or a group named Satoshi Nakamoto. The fact that the crypto currency system is not legally bound to any authority has been a factor enabling the system to become widespread in a short time. In addition, the reasons such as high return rates, lower transaction costs compared to other investment instruments and the ease of transfer made the demand for the crypto-currency system increased. When evaluated in terms of the financial world, the fact that the transaction volume of this system, which is used as an important change and investment tool, is increasing day by day, necessitates a detailed examination of the system. Based on this requirement, in this study, detailed information about crypto money supply applications in the world will be included and evaluations will be made and suggestions will be developed in order to recognize, define, take measures, take advantage of opportunities and implement the system in a healthy way. Considering the financial world, the fact that the transaction volume of this system, which is used as an important change and investment tool, is increasing day by day necessitates a detailed examination of the system in all its dimensions. In this study, by giving information about crypto money and supply in the world in general, the crypto money supply in our country can be recognized, defined, necessary measures can be taken, opportunities to be utilized and the system is tried to develop a healthy way to evaluate the recommendations.
In this context, both the good evaluation of the opportunity to use crypto currency with a quick orientation and growth trends in the world and especially in giant projects in the financial resources and investment in Turkey, the establishment of an effective supervision system made of the scope of legal regulations with the necessary regulation and revised urgently extremely It is important. In addition, it will be beneficial for most crypto-money users to conduct information and publicity meetings in a continuous manner and to distribute promotional brochures and booklets by experts in order to eliminate the lack of knowledge and experience arising from the new technology.
