Abstract

EU stipulated that Turkey, moving ahead on the way to membership, establish a national human rights institution in full conformity with UN Paris Principles within the scope of the protection and promotion of human rights. In this study, it will be questioned whether the Turkish Human Rights Institution, which Turkey established within the context in question, is in full conformity with the Paris Principles. This questioning will be done within the framework of the independence and mandate assurances that the Paris Principles provide for national human rights institutions. Also, in this study, the provisions that are consistent and inconsistent with the Paris Principles will be detected and solutions for inconsistent provisions will be offered. It is planned that this study will shed light on the required institution as well as the existing one.
