Mali anestezi, verginin mal ve hizmetin fiyatının içerisine gizlenerek ve/veya tevkifat yoluyla
tahsili halinde mükellefe hissettirilmeden alınmasıdır. Literatürde genel olarak dolaylı vergilerin
mali anesteziye uygunluk taşıdığı ve bu vergilerin
veriminin de yüksek olması nedeniyle daha fazla
tercih edildiği görülmektedir. Ancak dolaysız vergilerde bir vergi güvenlik önlemi ve dolaylı tahsil
yöntemi olarak uygulanan tevkifat usulü de bir
çeşit mali anestezi yöntemidir. Çalışmanın amacı mükellefe hissettirilmeden mali anestezi etkisi
yaratarak alınan vergileri açıklamak ve Türk vergi
sistemi içerisinde bu vergilerin kompozisyonunu analiz etmektir. Bu kapsamda, öncelikle mali
anestezi kavramına değinilmiş, daha sonra Türk
vergi mevzuatında mali anestezi teorisine uyan
vergiler sayısal veriler ve karşılaştırmalar perspektifinde incelenmiştir.
Financial anesthesia is taken by hiding the tax
within the price of the goods and services and
/ or by the means of stoppage, in case of payment, without notice to the taxpayer. In the literature, indirect taxes are generally considered
to be more preferable since they are suitable for
financial anesthesia as well as the high efficiency
of these taxes. However, the payment procedure
applied as a tax security measurement and indirect stoppage method in direct taxes is also a
kind of financial anesthesia method. The aim of
the study is to explain the taxes taken by creating a financial anesthesia effect without notice
to the taxpayer and to analyze the composition of
these taxes within the Turkish tax system. In this
context, firstly, the concept of financial anesthesia was mentioned, and then taxes that comply
with the financial anesthesia theory in Turkish tax
legislation were examined in the perspective of
numerical data and comparisons.
