Abstract:

The main objective of this study is to determine what the strengths, weaknesses, opportunities and threatments of the strategic plans of state universities in Turkey.The research is conducted with descriptive method. Scanning lists including all strengths, weaknesses, opportunities and threatments stated in SWOT analyses in the strategic plans published in the web sites of the universities and www.sp.gov.tr are established in data analysis. Scanning list is analysed with content analysis method in terms of finding answers for the subproblems of the research.Results below are obtained from the research:The first five items stressed most in terms of the strengths of the universities? strategic plans: ?Young, dynamic and qualified staff? in 56 of 62 universities (90 %), ?Participative and transparent management mentality? in 35 of 62 universities (56 %), ?Effective use of internet and local network? in 32 of 62 universities (51 %), ?Management?s being open to new ideas? in 29 of 62 universities (46 %), ?Quality and variety of postgraduate academic programme? in 27 of 62 universities (43 %) are determined as strengths.The first five items stressed most in terms of the weaknesses of the universities? strategic plans: ?Lack of instructors? in 46 of 62 universities (74 %), ?Lack of financial resources of the universities? in 41 of 62 universities, ?Inadequacy of relationship between public institutions and private sector? in 40 of 62 universities (64 %), ?Inadequacy of communication with the graduates? and ?Inadequacy of social, cultural and sport fields? in 39 of 62 universities (62 %) are determined as weaknesses.The first five items stressed most in terms of the opportunities of the universities? strategic plans: ?Geographical location? in 37 of 62 universities (59 %), ?Increasing the cooperation of university industry, nongovernmental organizations and the public? in 36 of 62 universities (58 %), ?The existence of the instutitions providing found such as TÜBİTAK, DPT, AB, etc..? in 35 of 62 universities (56 %), ?Exchange programmes such as Socrates-Erasmus? in 27 of 62 universities (43 %), ?The process of Turkey?s joining to European Union? in 25 of 62 universities (40 %) are determined as the opportunities.The first five items stressed most in terms of the threatments of the universities? strategic plans: ?Limited budget? in 37 of 62 universities (59 %), ?Inadequacy of the salaries? in 36 of 62 universities (58 %), ?Not being able to provide enough academic staff? in 34 of 62 universities (54 %), ?Decrease in the quality of secondary school education? and ?The number of the students and its increase? in 30 of 62 universities (48 %) are determined as the threatments.
